Sounds more like a pollination problem than a fertilizer one.

Try growing your cukes in a wire cage. Fill the bottom of the cage with lots of straw, and keep the straw moist.As far as fertilizer try some manure tea. Your biggest problem sounds like a lack of steady water.

Feed the soil before planting. Cukes like a rich soil that holds moisture. Pollination sounds your problem. Male/Female plants, make sure the bees can get to them, if not you must pollinate them yourself. I find that all female plants are very successful. "Telegraph" is a good variety, also "Burpless" if you can get them where you are.
