Should I cover my raised beds in winter?

Hi fellow gardeners-
I have raised beds that I am not planning to plant over the winter. What is the best way to keep weeds out? I have heard black plastic, newspapers, straw...any advice?
I tried weed cloth once, and the weeds just grew under the cloth!

I'm planning on mulching up my leaves and covering my beds with them.

I lay newspaper across the amended bed, water that, and then pile up all the leaves I rake on top of the newspaper. Leave it in all winter and in the spring turn the whole thing under. Easy. Free. No heavy lifting.

Roofing felt is 18 bucks for a huge roll. No weeds will get through, nor sunlight. Put it on over the winter and then let it heat up the soil for you in the beginning of spring, then take it off and plant away, weed free!

Mulch, if you till in Spring, then till the mulch in.

If you do not till then pull the mulch back so the seedling that you plant will get sun, then mulch around them after true leaves appear.

Always mulch your beds, naked bed are a disgrace.
