Fuschia Cuttings Need Light?

I am wondering if fuschia cuttings need to be put under growing lights to root, or if a sunny windowsill will do the trick? I know that they are shade happy plants, but do they need the extra light to start rooting? When they have finally rooted, are they good to be potted up into their final pot? Or should I do it in stages?

I know it's too early to be worrying about this in my area, but I want to train one into a Standard (?) this year. This is the first year I have attempted to overwinter them and so far so good!
