Bug Infestation

Folks, I hope you are enjoying your Fuchsia plants as much as I do, or did I should say. About three weeks ago, I noticed bluish black tiny shiny bugs on all my fuchia plants, both trailing and upright forms. All my plants were covered with it and they had started chewing on all laves, leaving tiny halfmoon shaped bit marks everywhere. In my disgust I sprayed with Sevin and it took care of the problem. I hoped the plants would recover, and bring out a new flush of leaves, but instead all of them are struggling, three weeks later and my Swingtime standard (3 years old and raised by me from a cutting) is dead.

I could kick myslef for not having taking a picture of the bugs to show here in the forum and make the identification easier. Does anybody else had a problem like this? I live in Indianapolis, and so far our summer hasn't been too hot or humid. The bugs were the size of pinheads. Any advice will be welcome.
