This isn't really the right time as they go dormant this time of year. If you have a heat pad, you could give it a shot. Best thing to do is cut it back to a size you can move (yoou were going to sacrifice it anyway) Once you get to lat January, early Feb, move to a warmer area and it should begin showing new growth from which you can take cuttings.

Fuchsia cuttings are dead easy and you can do them at almost any time of year, depending on the plant. Choose young, new growth, preferably without any flower buds, though you can even take flowering stems provided you remove the buds first. Cut off a shoot with at least three pairs of leaves below the tip. Remove the lower pairs of leaves (at least two). Rub them off with your finger and thumb without leaving any piece of the stalk. Cut the stem again so the base is just below the node (where the leaves were). Pop them into a glass of water which comes up to just below the remaining leaves at the tip. Keep in a warm, fairly well-shaded place until the roots appear, usually after about a week but can be two. Change the water if necessary. If it doesn't work, try again in the spring with the new growth. Good luck.
