Fuschia 'Lilo Vogt' triphylla ?

I just picked up two of these little fuschias for sale from a nursery. They were in 4" pots for $1 each so I snagged them. They were tagged as a hardy fuschia but I wonder now if they were mistagged. It seems the triphyllas are not necessarily hardy to the pacific northwest usa.
Does anyone know about caring for Fuschia "Lilo Vogt" triphylla? My plan is to use it in an island border under a Gingko tree. Exposure is SW but after 3 PM there is afternoon shade from Douglas Firs across the street.
I was hoping they would be hardy; like the hardy fuschias in Ireland.
