Strep leaves too small

I started several streps from leaves this fall. The babies are setting flowers on leaves only an inch long! I would rather they developed better root systems and stronger leaves before flowering. I am worried they will exhaust themselves before I have built up a healthy plant. I have them under fluorescent lights (8 to 10 inches away) and use Eleanor's VF-11 to fertilize. They are in a mix of coarse potting soil and perlite--very free draining. The Streps I received as plants are also madly blooming on small leaves. Move them further from the light, stop the VF-ll, change the potting mix? Thank you for any advice. Oh, varieties include Something Special, Bethan, Bristol's Red Typhoon, Bristol's Tropical Twister, Stephanie, etc.
