I planted two Atlantic Giant seedlings last weekend outside, but they look exactly the same size still. The weather has been warm, and they are protected, even though there is no risk of frost anymore.

There were two plants at the 2 leaf stage in a 4" plastic pot. Could transplant shock be the case?
