Preparing a Planting Bed

What's a good way to get rid of weeds when preparing a planting bed? I'm probably going to build some raised beds in the front and rear of my house. I read that a good organic way of getting rid of weeds is to put newspaper or black plastic over the bed and let it sit for several weeks, but I really would prefer to have it done a little quicker than that.

Should I pull the weeds out by hand and then keep on in that strain, or would that be really high maintenance? Should I use an herbicide? If I do use an herbicide, will wetting the soil once the weeds are gone make the bed safe to plant in? The bed I'm talking about has mulch over most of it, so there isn't an incredible amount of weeds.

Any advice is much appreciated!
