This looks like a young G. schomburgkii. Mature clumps will yield much larger inflorescences. The bulbils usually won't sprout til the next season, though often they will sprout on the plant itself in which case you can try planting them once collected.

I wait till the bulbils fall off of the plant with a slight touch. I also scan the ground looking for ones that I've missed as well. Do not force them off though, just let nature take its course.

You can either harvest the bulbils and store them indoors to plant later, or just pot them up and wait. I don't know how they'll respond in your climate though, without a normal dry season etc. It wouldn't hurt to plant some at harvest, and keep the rest indoors for a cooler dormancy for a few months.... or just let them fall on the ground and figure things out for themselves... trust me, with this species at least they'll figure something out for sure!
