Dividing a Red Ginger Plant

I have a Red Ginger Plant in a pot on my terrace which is doing well. I want to take some shoots from the bottom and grow another plant. I have been told the plant will sulk and will not flower for 3 years. Does this apply to the new shoots or to the original plant? After establishing the new shoots I want to plant them on the beach by our club. I have seen some on the beach by a restaurant and they are doing okay, but wondered whether they would need much watering.
