Pepper holes

Anyone know what could be causing this ? I thought it was birds pecking holes in the pepper but now not sure . It is always at the top close to the stem. It is happening in all my peppers even though they are not all planted in the same area. Is it a disease? I don't see any bugs or worms. Thanks
