It's easy to grow. I have had it in full shade and standing water to full sun and dry. It hasn't always had good color especially in the shade. I think it will grow almost anywhere but moisture and sun are pluses. I think hardy to our zone 6.

Karen - It should be easy where you live. Our climate (west coast of Canada) is similar to yours & it grows fine here. I have some relatives in Kent & it grows well for them too. It's best in sun. For the best views of it, plant it where you're likely to often see it with the sun behind it. It dies back in winter.

I have it in zone 5B, Doesn't get too big, but does grow.

The reason for no seed is that it's sterile and propogated by division. It doesn't like drought but otherwise appears OK, but watch out for reversion. If green blades appear that don't redden up in the Summer remove them as the reverted green form is more vigorous than the desired red and will start to dominate.

I have this too and it really doesn't "grow" very much for me. It has stayed pretty small and I have it in 2 different locations in my gardens. It has maintained the red though.

Maybe just a really slow grower?
