Problem with Plumbago

Last summer/fall was the second for dwarf plumbago plants we planted as ground cover in a mostly shady area at about 4800' altitude. The plants were watered and fertilized but just sat there and did little. Didn't spread; few of the little blue blossoms. They had done better the first fall after they were planted. Anyone have an idea what could be the problem? How can we get them to flourish?
