Blue Rug juniper

I planted 4 Blue Rug Junipers along a ditch. Three foot up is the new road, three foot down is the bottom of the ditch. Between the new road and the Juniper is 18" of the old road. Will the Juniper spread and cover the old asphalt. The asphalt is solid. Thank You
