You can cut most ornamental grasses back any time between early winter and mid-spring. Snow and frost after the haircut won't hurt it at all.

I would like to know about cutting back Blue Fescue grass. Should I or not. Also, what grasses are recommendations for Zone 5 non evasive, clump style. Thanks & blessings, Margaret

Margaret..you would have a better shot at your questions being seen if you start a new thread with them, rather than tacking them on to an existing thread.

I have dozens of Blue Fescue, and cut them back a few times a year. I'm just finishing their spring haircut. I'll do them again a little while after they bloom, and before they get messy looking. I also do this to prevent re-seeding, which is a problem in my zone. The third haircut happens in September, so they look nice for the fall.

For recommendations, I suggest you look at the grasses at Bluestem. They specialize in grasses for colder climates, and have a very useful comparison chart which links to photos and good descriptions of each.
