They're invasive but periwinkle or ajuga should fit your needs as long as there is enough room between the pavers, ajuga is smaller.

I was able to get a lirope or mondo grass that does not exceed 3 inches in height. Cannot tell you a name or source as it was at Loew's at the very end of the season on a clearance rack. It stayed evergreen here in Zone 7. Two other worthwhile plants are sweet woodruff (Gallium odoratum), which is not evergreen and Asarum europeaum, which, though evergreen, can get tattered looking. None are tolerant of foot traffic. Ajuga is evergreen, quick and easy, and there are more dwarf sorts. Easily pulled up, if unwanted. Nobody could ever get me to plant periwinkle, because of my experience here with it.

How much space between the pavers?

Vinca minor (NOT V. major!!!) is small, and not invasive like its larger cousin.

Fragaria chiloensis will tolerate shade (full shade???). I grow some under trees.

Houttuynia cordata(invasive) or Lamium maculatum have nice foliage.

Hedera helix, small-leafed, variegated varieties are nice. Watch for climbing where you don't want it!

I like, Potentilla neumanniana, but I'm not sure it will tolerate full shade.

For smaller areas, Saginia subulata, but may not like full shade.

Pachysandra terminalis? I keep mine in full shade. Doing OK so far.

I have lamium growing between my pavers in my shade garden. If it gets too rambunctious, I just pull some up. I love the pink and purple blooms and the silver and green foliage is a plus. Mary

Check out Lysimachia n. 'Aurea' (creeping Jenny) It gets 2" tall and growes great in the shade.
