Ornamental Grass

I started some pink pampas grass from seed this year for the first time. The seed is commercial. It seems to be growing VERY slowly, however. Is it normally a slow grower? It is getting plenty of light and water. What are the best conditions for growing it?

When the weather warms up, it'll start to grow faster, but it takes at least 3 years to reach it's full growth rate.

ANYONE HAVE DETAILS ON PAMPAS GRASS...I ORDERED PINK PAMPAS BUT NEED TO KNOW IF IT NEEDS SUN OR SHADE LOTS OF WATER OR DRY? ANYTHING YOU CAN TELL ME..
