Hello

I have an area of creeping phlox that fully bloomed last year however this year only half of it is blooming. The rest is just barespots of grass. I am wondering if a harsh winter caused this?

Also, do I just plant new phlox in the bare spots? I am not sure how phlox grows since this was here when I purchased my home?
