Looks ornamental to me, and it's certainly a grass (or a sedge).

Thanks for your reply Donn. I think it looks nicer with the top bits sticking out, otherwise it just looks like an unsightly grass clump :) Wonder what it's called - but it looks like most ornamental grasses look too similar to distinguish:)

My guess would be a Festuca, or perhaps a Helictotrichon. If it is very short probably a Festuca---blue fescue. Polly

Not a sedge, as it lacks the "star"-shaped flowers.

Pretty think blades to be a blue fescue. The seed heads look like Molina caerula "Dauerstrahl", but it has very level-spreading thick blades like Eragrostis spectabilis( and it is definately not that....but still not a fescue.
