Fertilize with cow manure?

Question regarding adding cow manure to young plants. I want to mulch my pumpkin patch with freshly chipped bark. I know pumpkins have nitrogen needs until flowering, and my plants are growing well but no flowers as of yet. Can I put a light layer of cow manure around the plants (not touching leaves) and then add the bark? This seems like a good way to feed and preserve water but I am inexperienced at growing pumpkins so thought I would ask.
