3. Yes, you must cut it down to almost ground level in late winter to early spring. It will take at least 3-4 months to reach maximum foliage height again, and longer to reach flowering height.

4. This grass is broad at the top and narrow at the bottom. The top will reach 4' in diameter, while the bottom will stay at 2-3'. Therefore, it won't make a solid hedge when it grows back in, unless you plant them 2-3' apart, which will crowd the broader tops.
