Being from Ohio I do not know your soil & drainage conditions. In my experience up here grasses are very tough plants which will Usually thrive where others fail. If your grasses are not thriving by now, after 3 years something is obviously wrong. Maybe it is not a good grass for your area? Do you see others growing this grass in your area?

Yes I see this grass in other lawns. Someone told me it needs lots and lots of water to get going. We don't get much rain here so guess I'll start keeping it well watered to see if that'll help. Thanks.

Did you happen to plant a dwarf variety? They take forever to 'fill in' an area...very slow growers. And, yes, they do need loads of water. Does the area get much sun? Mine seem to spread faster in shade. 'Big Blue' Liriope is a fast grower and spreader but I don't know how hardy it is in your area...it also does better in shade but can take more sun than regular thin-bladed mondo grass. My big blue looks good all year.

Ophiopogon is normally a slow spreader, and if you planted O. nigrescens, it's slower yet. A few months of spring is too soon to expect it to be taking over your yard. Give it a couple of years to establish, and you'll start seeing more noticeable spreading.
