That's a question that really doesn't have a single answer. Ask 15 gardeners and you will get 15 different answers :-) And a term like 'best' is highly subjective - how does one define that? There are literally thousands of different plants that can used as groundcovers and their suitability depends on your purposes and the intended site. Your best plan is to visit a garden center that carries a large selection and view them personally. The garden center staff should be able to tell you which would work best for your specific set of sun/shade, soil, climate and watering conditions.

The "Stepables" website can also be helpful. Stepables is just a marketing name for a variety of groundcovers that are sold everywhere, so don't feel compelled to buy from them (also grossly overpriced). And they don't necessarily focus on low growing, mat-like GC's either - many will grow taller and provide more of presence. But they do have a good search feature where you can input your requirements and get suggestions. I'd also suggest that there are many perennials that are spreading and rather lower growing and will fill in blank spaces nicely.
