Pampas Grass doesn't grow from bulbs. It has a crown with a thick mass of fibrous roots. Your bulbs may come up, but it won't be Pampas Grass.

I asked my husband and he said it was more like a mass of roots..so should it come up this year and if so when?

Any time now. Pampas Grass is a warm-season grass, and puts on it's growth as the weather warms up. It needs full sun, and until it's established itself, plenty of water. It may or may not be hardy in your zone.
