Ice Plant Ground Cover for large yard

My front yard in Los Angeles is in bad shape. The dead grass has been replaced by dirt and the gang of feral cats in my neighborhood use the yard as a giant litter box! Ugggggggg.

I want to plant a fast growing, thick ground cover that will discourage the cats from pooping in the yard and will also be drought resistant.

I was thinking about Ice Plant. The soil is very sandy, and the yard is in full sun. Does anyone have a suggestions or experience with planting a large area of ground cover?
