Stipa 'Ponytails' question

Hi. I have 2 clumps of this grass that I got earlier in spring. I have it in a sunny spot with mulch and moisture. It has a lot of brown in it and looks really dry. Should I cut in back ? Will it grow up fast, green and silky? Or, is it the conditions? Maybe it just needs a deep conditioner! LOL!
