A miscanthus.

Thank you so much Jean001 I did a search for a miscanthus and found many great ideas for me to research. I really appreciate the help!

if the plumes are a bit brownish in colour it could be Phragmites australis - the plumes of this grass most closely resemble those of a true pampas grass (Cordeteria selloana)

The grass is called miscanthus sinensis 'silberfeder', or silver feather mainden hair grass.
I see this is in the a miscanthus family. I will purchase it for sure as I know it will grow here because I see it around town. I may try a few of the other "family members" if all goes well. I see a red grass with a nice head on it too, but I am thinking it is grown here as an annual.
