When to cut tall grasses?

I have A COUPLE OF TALL grasses. One with a nice colored tassle (silver grass??) on top and a shorter one and a zebra. I was wondering if its healthy or not to trim these tall grasses? If so when? I know my neighbor has been leaving them all winter which looks nice so I assume she clips them in the spring, I have even seen her burn them down. they always seem to come back fine!

PS the zebra seemes to be keeling over, losing its base strength any advise?

Cut them back to a few inches in early spring.

The Zebra could be drooping for a number of reasons; not enough sun, too much water, too much fertilizer. Did it flower ok?
