I'd go with Coral Honeysuckle, as it is evergreen and produces brilliant red flowers from spring to fall.

Butterfly Vine (Mascagnia macroptera) is always in bloom for me in the heat of the summer with its bright yellow flowers and eventually has brownish butterfly shaped seed pods ...thus, the name. I have had this plant for many, many years, cascading over the rail of my 2-story porch rail. It takes little water and is extremly drought-hardy. If it does freeze, which is not always in our sometimes mild winters, it will come back quickly. I am on the gulf coast about an hour south from Houston.
