Kauai Nursery and Landscape in Puhi has a whole section of greenhouse devoted to plants for export.
They are pre-inspected and certified. When my SIs, from ALbuquerque was here, she bought several plants, and they were all packaged up, she just had to pick up the box, and carry it through at the airport.
