Hibiscus Tree Bud Problem

Last year my hibiscus plant budded up but, the buds never came to frutition. They eventually just all browned and fell off the tree.

The tree is planted in a small circular raised bed with pansies, roses and a few other flowers. Does anyone have any idea why the buds did not take?

The tree is now covered with buds again and I am wodnering if there is anything I can do such that the tree will have leaves and flowers. (This is not a bush but, an Hibiscus Tree)
