I recently divided a large pot of Heliconia rostrata. I lost several of the divisions.
in your case: No new growth really isn't a problem, but I would check a few things: rhizome is subject to rot, especially if not actively growing. If you can get rhizome sections with leave attached that is usually a good thing. Better still if you can get one that has stabilized in a container.

I bought the Heliconia mariae rhizome about three weeks ago. I planted it three days after I received it. The rhizome had two bumps or "eyes" and the roots were trimmed back to about two inches. Now I'm having troubles with my Heliconia caribaea 'Black Magic', Heliconia caribaea 'Gold', and Heliconia chartacea x platysachys 'Temptress' rhizome. I've planted them around the same time and two months later, no new growth. :/

I have purchased Heleconia from Aloha Tropicals and mostly received plants I did not order (wrong color, wrong type of plants). I have purchased from many other companies and had rhizomes that mostly did not make it.
