help with scrawny podocarpus

I planted 30 podocarpus about 3 years ago to form a privacy hedge. The problem is they aren't working out so well for privacy because they are so scrawny, especially towards the bottom. I always hand trim and fertilize about 4 times per year. They get plenty of sun and water in south Florida. I have seen podocarpus in the neighborhood that are so thick it looks like the Great Wall of China. Please help, what can I do to make my podocarpus grow thick and bushy? Any recommendations besides picking a new hedge and starting over again?
