That looks like her tongue. I wonder if she has that tongue fungus disease that they say comes from people feeding them honey. Do you think any of your neighbors put honey in their feeders?

Could it be an abnormal, overgrown bill? It's hard to say without seeing the bird up close.

There is only one neighbor that has a feeder and I am sure she isn't putting honey.
The thing is flexible some, it does bend or flip a little when she comes up done feeding.
I think it is some sort of growth or parhaps she got into some wet paint and is a paint bristle.
