Protego, June Osborne in *The Ruby-throated Hummingbird* says hummers have three needs in establishing a territory for nesting:
nectar, water and small soft-bodied insects for protein.

In zone 9, you may have another kind of hummer, but likely their needs are the same.

I'm pretty sure the insect needs more or less take care of themselves in a garden as long you don't use pesticides.

Large bushes or evergreens would provide shelter.

Check out the thread What Are the Best Hummingbird Plants in Your Garden? for lots of good suggestions. Take note of the poster`s zone to determine what will work for you in your area. Bubbler type fountains are a water source that have attracted hummers. Consider a small, ornamental tree - they like to have someplace to perch.
