Even later still, but yes - every chili flower is both male and female. The anatomy would be (in simply terms) flower petals -> male parts -> female parts.

Once a chili flower has been open for 24 hours, you are too late. Most people suggest opening a flower bud mechanically. IE pealing the flower petals back, removing the male parts, and then manually polenizing the female parts with the male parts of a recently opened flower from the intended paternal plant.
