I've never had any luck with jewel weed seeds either, so I have wondered if they should be stored in moist vermiculite or sand, or if they need to be stratified. Try asking for fresh seeds in the seed exchange forum this summer, and sow them right away outside where you want them to grow.

The seeds really do need to be stratified. I would agree with Milo put them outside and ignor them. They seem to know that you want them to grow. The can survive winters in Canada pretty easily.
