does plant-tone ruin blossoms?

I planted my impatiens with a small amount of plant-tone about three weeks ago. They got battered by a hard rainstorm last week and most of the blossoms fell off, but all the neighbors' impatiens look great now, and mine have basically no flowers at all. I see a few buds. The leaves look good and they're spreading nicely. Could the plant-tone be encouraging leaves at the expense of flowers? Anything I can do about it now? thanks!!
