I have led's lights and find that they are best for spot lighting rather than complete lighting as I do not think they have the ratio worked out for complete growing conditions. That or your gonna have to have a separate grow flower bulb. That runs into some major cash. google ufo they are a good company to work with and prob the best single source light anywhere. They even exchanged my early design one for another with more blue led's.

oh! I saw some bulbs that were 138 blue to 30 red at htg supply. I just don't know how much bulb you need per plant / green area.
UFO's seemed a might expensive. the one I mentioned above were about $50 USD per buld. UFO was I think around $200 USD.
I also found a brand called solar oasis. 3 or 5 lights in a row you can mount under a cabinet. but still too pricey for an undeveloped new light source.
