Why won't my creeping phlox bloom? They are planted in full sun, and been in place for 3 years.

Same trouble with dianthus...the short front of the garden kind. 3 or 4 varieties and no bloom. Sun drops bloom and short day lily and annuals bloom but not creeping phlox or dianthus. Joyceen
