Looks like little garden millipedes, to me. Under NORMAL conditions, they aren't typically a problem. But if the checks and balances aren't in place, they can look to young seedlings as a food source. They feed on decaying plant matter, but will eat seedlings and roots.

Is that a corn seed?

If so, the millipedes are there to clean up a damaged/dead seed. Often happens when corn is planted in cold soil.

The millipedes did *not* do the primary damage.
