First you really need to identify what is doing this.
Second you need to determine if the damage is too much for the plant, most all plants can live with some holes in the leaves.
Third if there is a need to control what is causing the problem find the least toxic control you can.
Fourth with due care for the rest of the environment apply that control.
Fifth reevaluate what you did.
There are many things that could cause holes in plant leaves, from cutter bees to sawfly larva and what to do depends on what it is.

The damage is being done to just lower leaves no higher than a foot off the ground. It's not extensive damage, just holes in the leaves. I've noticed some grasshoppers bouncing around that area. I don't have actual proof it's them but they are on the top of my list. Is there any way to safely spray on the leaves? I've read about a few homemade insect repellents in the past but forgot to bookmark the pages.

Before you spray anything you need to identify what is causing the damage. Applying the wrong product can lead to further pollution of our world.
