Nope not to late. You plant them the same time you would plant any spring bulb. That's just my experience. I always mulch mine when the ground is frozen.

Trudy is right, it's not too late. The ISU hort guide for garlic says "cloves should be planted in fall (October to early November) or early spring (late March to early April) Fall planted garlic should be mulched with 4-6 inch layer of weed-seed free straw to help prevent winter injury" I haven't had to plant garlic for years....seems like I always miss a few when harvesting, and they start growing again in the fall ;)
