white caterpillars destroying plants

These voracious little creatures have decimated this plant in my neighbors border, which is ajacent to mine. So far I don't see any damage to other plants - her lavendar and other plants look great, and my buddleia seem untouched. But I'm afraid that when the plant they're on is completley gone, they'll move on to the rest.

It's a nice plant, too. Red foliage with bright yellow blooms.

My first thought was "blowtorch!", but I wouldn't want to overdo. ;)

I'm hoping someone here knows what the little buggers are, and an organic remedy to the destruction.

I'm including a few photos of the cats and the plant.
