dying climbing hydrangea

A section of our large climbing flowering hydrangea is dying. Leaves have wilted and are withering. Two thirds of the plant is thriving. A cross section of the affected branches shows a tiny dark tunnel running through the center of all the branches. Could this be a borer? Is there a disease that could have caused it? Is there a cure? Any help would be greatly appreciated.
