See if you can find at a plant nursery a soil kit that checks for low or high levels of NPK (nitrogen, phosphorus and potassium). Use it to determine if the levels of nitrogen are high. BB is a good rebloomer that, if affected by cold, should still bloom... albeit late in the year (usually around July). If it fails to bloom then I would consider one of three possibilities: high levels of nitrogen in the soil are keeping it in growth mode, (2) soil moisture issues during the winter month (while the plant is dormant) or (3) the plants were mislabeled and these varieties only bloom once... and if the winter is too cold, the stems die & grow back from the crown.

I am hoping it is getting too much Nitrogen. A single application in Spring of 1/2 cup to 1 cup of cottonseed meal, compost or composted manure should be fine for the whole year.

Are you pruning them, by any chance? Even though BB is supposed to bloom on old and new wood, if you're pruning the old wood, you may be cutting off most of the blooms. Both my mom and mother-in-law have endless summers, and neither was getting blooms because they were pruning the seemingly dead sticks. When I told them to leave the sticks alone until June, they both discovered that they got lots of blooms.
