Blue filter replacement

I have inherited a koi pond with the house we bought.

What is the blue filter material that is in the pump box? I've looked on the internet but can't find what it is.

Also, how "clean" is this material supposed to be? And is there a way to clean it if it is supposed to be squeaky clean?
