Force Flower

I've been doing a hydroponics drip system for a couple of months now, The plants where transplanted from outside, The plants flowered and produced ONCE. Wife said the tomato was the best one shes had. The plants lived and looked healthy the whole time but never flowered. I made a grow box painted everything white and put my three CF bulbs in it, Total I have bout 150 watts with all three. Still no fruit. Some how I started getting a new pepper plant growing, very healthy. I figured maybe the plants just ran their course and I took them out and am letting the pepper plants grow, I changed nuts to the grow formula. I have tried everything I know of with the other plants, changing nut formula, higher, lower. Faster drip, slower drip making sure the ph was right on. The only thing I could think of was not enough light, after Christmas i'm going to buy a couple 150 watt CF builbs. I only made enough room for 4 plants.

I was looking up hydroponic videos today they say FORCE flowing to switch to 12 hour on and 12 hour off lights to simulate fall approaching. !!!!!!!! I've been doing 18 on 6 off, everywhere I read said 18/6 but no mention on how to force flowering.

Is it true, 12/12 to start flowering? Have I finally found the solution to my HUGE problem, can I stop pulling my hair out?

Thanks.
