shoplights definitive views....

Hi, I want more light in my gloomy London house for my seedlings. Various mostly annual flowers. I have found various light fittings but it seems that the wattage of tube is dependent on the fitting thus common ones (in UK) seem to be, for example: a 4ft fitting takes a 36W tube while a 5ft fitting uses 58W tubes or this: http://cgi.ebay.co.uk/ws/eBayISAPI.dll?ViewItem&item=4443776792

which seemed ideal but will(I assume) only take 18w tubes. Would 18w x 4 be sufficient power for seedlings directly beneath? There are twin 4ft fittings that use 36w tubes but I see people here talking of much higher powers (hmmm..some other group..)which require fittings too long for me.

Ok and if I do use four tubes (of whatever power) I am right in thinking that the concensus is that two should be 6500K and two should be about 3500k?

Should I move to the tropics...
