converting it to US standards it will be 4 x 24 inch tubes. You can put under it 2 22x11 inch trays with your seedlings and they will be OK. The problem is that it is a recessed light fixture - means it is to be installed in a hole in a ceiling flush with the ceiling surface. Means you will need to build some kind of box to support it. And your seedlings should be just several inches from the surface of the tubes and the height should be adjustable so you can raise them when your bizzy-lizzies or petunias will start growing up.

A couple of cool whites and a couple of warm white tubes will be OK.

Use the longest tubes you can fit in the space. If your space is shorter than the widely-available four-foot length, you might want to consider using compact fluorescents rather than lots of short tubes. For example, in a 22" length you can get a 55W compact fluorescent, which is basically a 46" tube bent in half.

Cool whites, cool whites mixed with warm whites, daylights, daylights mixed with warm whites, or daylights mixed with cool whites are all good combos. About the only thing not so good is all warm whites.

If they are WWX, or deluxe warm whites, that would be OK, as they supply a better red light due to an additional phosphor, but Warm Whites alone are the least desireable.

ok thanks for your advice, I've put together a set up using 4 mixed T8 36w tubes, 2x 3500 & 2x 6500, in a 1600mm x600mm cheaply bought recessed fixture. It sits on a couple of books and thus the seedlings are within approx 2 to 4 inches of tubes and I have a 'control' tray sitting on top of the fixture (the whole thing being on a table by a window). I'll report back after say a month? Cheers.
